At 4:00 P.M. of Tuesday, the center of Typhoon "BASYANG" was estimated based on satellite and surface data at 40 kms North Northeast of Daet, Camarines Norte (14.4 °N, 123.3 °E) with maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph. It was forecast to move West at 22 kph.
Meanwhile, the Manila Electric Co. (Meralco) hopes to restore power in large parts of its franchise area which includes Metro Manila within the day (July 14) after the National Grid Corp. of the Philippines (NGCP) announced that all its substations in Metro Manila are "already energized."
A Luzon-wide blackout plagued the metro since around 12:42 a.m. of July 14, 2010. MRT and LRT trains were also inoperable and stranded thousands of commuters on their way to work.
